At last, a proper return to form and not a moment too soon. Perhaps buoyed by the reflected glory of "Beatles for the 90's" Oasis, whose adoring Noel Gallagher and former Jam leader Paul Weller McCartney had recently played with on a charity single (of "Come Together"), further prodded into action with a long-since meet up with Steve Miller and of course erstwhile 5th Beatle (at least so far as the "Anthology" sets were concerned) Jeff Lynne twiddling the knobs, Paul raised his game considerably and scored a significant critical and commercial success with this release.
